Note: This position is contingent upon contract award anticipated
in March 2025.

CTC
is seeking a Financial and Program Management Analyst to support the financial
and program management needs of the Chief Talent Management Office (CTMO) and
its strategic partners. This position plays a crucial role in ensuring the
successful execution of total force talent management initiatives through
financial oversight, program analysis, stakeholder coordination, and governance
planning.
Key Responsibilities
·Develop and maintain financial forecasts for each task order
period, detailing anticipated monthly costs by CLIN.
·Update and present financial forecasts monthly in the approved
format.
·Perform daily financial monitoring and administration, including
documentation, invoice records, and compliance with DoD finance and contracting
laws and policies.
·Provide program analysis, strategic planning, and business
operations support.
·Develop and track relevant metrics and performance measures to
enhance executive decision-making.
·Identify and document vulnerabilities and risks, analyze threats,
and develop alternative solutions to mitigate risks.
·Assist in developing and implementing governance plans across
various lines of effort to enhance total force talent management.
·Coordinate with internal and external stakeholders on scheduling,
engagement, and strategic planning initiatives.
·Prepare and submit required reports, including Monthly Status
Reports (MSRs), Financial Forecast Reports, Trip Reports, and Risk Analysis
Reports.
Basic Qualifications
·Bachelor’s degree in finance, Accounting, Business Administration,
or a related field (or an equivalent combination of education, skills-based
licenses, and/or certifications).
·Minimum of three (3) years of experience in financial and program
management.
·Strong proficiency in financial forecasting, tracking, and
reporting.
·Excellent analytical, problem-solving, and communication skills.
·Ability to work collaboratively with stakeholders and manage
multiple projects simultaneously.
Preferred Qualifications
·Master’s degree in Finance, Accounting, Business Administration,
or a related field.
·Professional certifications such as CPA, CMA, CDFM, or PMP.
·Experience with financial management software, data analysis, and
visualization tools.
·Familiarity with Department of Defense (DoD) financial and talent
management processes, including the Defense Planning, Programming, Budgeting,
and Execution (PPBE) system.
·Experience supporting one or more of the following:

as $105,000.00 – $116,000.00
