Concurrent
Technologies Corporation (CTC) is a nonprofit organization. We are seeking an
experienced Strategic and External Affairs Director to lead strategic planning,
stakeholder engagement, and policy initiatives to attract and retain top talent
for the Department of Defense (DoD). This critical leadership role supports the
Chief Talent Management Office (CTMO) by driving collaboration across
government, industry, and academia to execute talent management initiatives
effectively. The Strategic and External Affairs Director will develop strategic
partnerships, oversee communication efforts, and shape policies that align with
the National Defense Strategy (NDS) and Total Force Talent Management Strategy.
Key Responsibilities
·Lead the development and execution of strategic plans that support
CTMO’s objectives.
·Ensure program alignment with the National Defense Strategy and
Total Force Talent Management Strategy.
·Provide expert analysis on talent management policies,
legislation, and best practices.
·Develop relevant performance metrics to track progress and inform
executive decision-making.
·Serve as the primary liaison with strategic partners, and across
DOD.
·Develop and maintain relationships across government, private
sector, and academic organizations.
·Lead strategic communication efforts, including:
oDeveloping communication
plans and messaging strategies
oOverseeing advertising,
content creation, and public relations initiatives
oManaging media relations,
outreach, and stakeholder engagement events
oCreating executive
communications and public service announcements
oCoordinate marketing,
message testing, and event planning with OUSD P&R Strategic Messaging and
Public Affairs teams. Support the research, writing, and editing of stakeholder
reports, such as:
oReports to Congress,
Government Accountability Office (GAO) inquiries and DoD Inspector General (DoD
IG) responses
·Implement and manage talent management pilot programs and special
projects.
Basic Qualifications
·Master’s degree in Business Administration, Public Administration,
Human Resources, or a related field.
·Must be a recognized industry leader in strategic and external
communications.
·10+ years of experience in:
oStrategic planning,
program management, and stakeholder engagement
oPolicy development and
talent management within the DoD or a similar government environment
oDeveloping and
implementing strategic communication plans
·Experience working with:
oOffice of the Secretary of
Defense
oMilitary departments,
combatant commands, defense agencies, and DoD field activities
Preferred Qualifications
·Expertise in organizational transformation and change management.
·Background in at least one of the following areas:

as $217,000.00 – $232,128.00
